"...how God anointed Jesus of Nazareth with the Holy Spirit and with power; how he went about doing good and healing all that were oppressed by the devil, for God was with him." (RSV)
It has been argued by some that this scripture shows that the holy spirit is not just a thing because the holy spirit has the authority or power to anoint someone.
Yet, notice that Jesus was anointed with holy spirit. You do not anoint persons with other persons! You anoint other people with things: oil, grease, blood, power, and holy spirit. Therefore the HS is a thing.
When King David was anointed with the Holy Anointing Oil, it still did not make that Holy Oil a person. Nor does the Holy Oil 'have the authority or power to anoint someone,' it is merely the substance used in the anointing by God. Jehovah gave David authority to be a representative for him in some respects by this action.
Like the Holy Anointing Oil, The holy spirit being poured out on (anointing) one person by another person in authority does not give the holy spirit itself the authority to anoint whomever it wishes.

This may be compared to 'baptism with Holy Spirit' (Mark 1:8; Acts 1:5) or 'baptized in (literal translation) Holy Spirit' (Acts 11:16).
